Default Video Quality Setting is only 360p?

I don't understand why a first time visitor would first see a video in 360p. Why? It was uploaded in full HD and being played on on a Mac Pro HD monitor (as a test). I see the default state is in the middle setting - just 360p. People who are casual users won't be savvy enough to search for the HD button and select the 720p option. They will just watch it in poor quality because they aren't even aware a higher quality version is available.

Videos were set to responsive 16:9 widescreen.

Is there code to make the player default to 720p?

The first quality in the list is the default, so you can set it to be whatever you like.

"The first quality in the list is the default,"

...not my experience (this is why I posted). When I pull up my video for the first time, on a computer that has never player the video before, the quality is poor, I then click the HD button and I see only 360p.
