Dynamic bitrate switching no longer working

Ethan, you said that JW never supported adaptive bitrate switching.
Here is an example stream running right now using JW 5.9 with Quality Monitor.

I can test it my lab and it does in fact switch bitrates.
JW 6.x lost that abiltity.

I am checking with Charles here, the level is never changing. Available bandwidth is changing of course, but nothing else, but that is not controlling how the player displays different qualities. Always stuck on the same level.
