I use revive Adserver with the VAST Plugin to serve Video Ads. Pre / Mid and Postroll a perfectly working - only the Non-linear Ads are not displayed.
I've played a bit with it and found that JW Player seems to dislike VAST 1 XML.

Is a Vast 2.0 XML - it works (so i suppose the Playersetup is right).
But i cant get any VAST 1.0 URL to work ;(
