video restarts, when seeking to unbuffered section of video

Hi,
We're using jwplayer 5 flash, and we stream http mp4 fileformat.
When we seek to a unbuffered part of video, it restarts.

Is there any specific codecs we need to skip this problem, or do we have change settings?
It could be an option if it is possible to lock progressbar for the unbuffered part.
