How to pause video till enough buffered?

Hello,
we recently run into a problem. We have too much surfers and from time to time our servers unable to give enought stream speed. In such moments videos in player start to jitter and jump from one frame to enoghter. How to pause video till enough buffered if server's speed not enought in current moment?
