About "Startparam" of the problem

"Startparams" parameter is set to drag video, But the default is dragging by byte. How to change the drag on a time?
Exp:
startparams: 'start'
Drag effect: http://www.expdomain.com/test.mp4?start=4062 (This is the byte data)
I want it to drag on a time!
Exp: http://www.expdomain.com/test.mp4?start=96.256 (Like this)
