So is this something that won't be implemented in 5.4?
Correct; this feature won’t be implemented right away. We haven’t forgotten it, but it’s not planned for immediate release.
is it now possible to add a "resolution-switch" to the toolbar? if yes, how?

This has not been implemented. Using the HD plugin is still your best bet.

The HD plugin is not free. We want a "resolution-switch" mostly for youtube videos like youtube player "360p, 480p, 720p etc." That will be great.

The JW Player isn’t free either (for commercial use). ;-)
As for having a user-controlled resolution switch, there isn’t currently a plugin which does this. If you’d like to build one yourself, I’d encourage you to check out these docs:
