Adaptive Bitrate Streaming

How do i eliminate latency in streaming to mobile devices. On desktop, the same video has been transcoded but we cant get the same delivered to mobile devices. We are receiving only HD streams which is challenging for us as broadband is still not very easily available in my side of the world. What do I do?
