My caption file is in local server and my video player is in wowza server.
so is this possible to load caption file in a video player?
i am using jwplayer with vtt file and the player is flash.
because i am getting 200 response from server where my caption file is located but still not loaded in video player.
The file itself may give you a 200 but that doesn’t tell me if the VTT itself is valid. I’m afraid this isn’t enough information for me to use to troubleshoot. Please follow the instructions here so we can help troubleshoot.

i validate the vtt file through online validator .
so vtt file is valid.

when i play video in safari browser then vtt file works fine because always rendering mode is HTML5.
but beside that when i play same video in chrome or firefox then having issue because video is loading as flash so that could not render vtt file even i put PRIMARY: html5.
so how will i solve this issue? i am using JWPLAYER 6.12 version
Could be a crossdomain issue. I’d suggest using JW 7 because it sounds like you’re using HLS which will render in Flash in JW 6 on those browsers.

As per your suggestion i upgrade the version from 6.12 to 7.9 version.
also now i am using .m3u8 and .ts extention.
will i change this video type extention from .m3u8 to .mp4 or this capable to play video with caption with .m3u8 and rendering mode will be always HTML5 as i am upgrading the version.
You can read the last table on the Media Format Reference page to see which browsers support HLS in HTML5.
