I read in the TOS that the unpaid version can be used on 1 "websites." Does websites essentially mean domains?

My situation is we have the same website hosted in different locations, however we use a different domain name for each location (example: xyz.com, xyz.co.uk, xyz.mx). Does this require the enterprise license?
