Error playing video on Chrome for the first time

we are getting an error MEDIA_ERR_SRC_NOT_SUPPORTED 4 in chrome only. Below is the video(mp4).

I opened the MP4 directly in the browser https://www.enterprisecarshare.com/content/dam/ccw/videos/2016Update.mp4 and it appears to be behaving the same way. Try re-encoding it.
