Can't fastforward or rewink on Android System (Chrome)

I find my embeded video can't fastforward or rewink on Android System (Chrome).

Every time I try to fastforward the video, it will show "Loading error : The file can't be played.

I am sure my video file format is correct as H.264 MP4.

Can you tell me why the functions are broken?
