HLS VOD

We want to use HLS VOD in our web app and mobile apps. For better support we want to use jwPlayer. I'm not sure how jwPlayer works for android. I want to know more about android sdk. Also i just heard that there is a hidden fee for HLS. I found this on web "Any software that decodes/unpacks/creates an M2TS file must pay a $0.25 royalty per application to MPEG-LA". is it true? So is there any option to avoid this.
