CEA-608 Captions

Hi I am premium member, and I try to put open close caption.
Instead of setting up with tracks in .vtt file, I want CEA-608 captions.

How can I create m3u8 stream format? because I don't want to put text manually for vtt file which only support for thumbnails as default.
