Can I download a video that someone else embedded?

I really want to download a video file to my hard drive but it isn't my video. I assume it is publicly available because the maker of the video is encouraging people to download it.
The video I wish to acquire is located here: http://www.breitbart.com/london/2015/11/11/watch-anti-migrant-video-going-viral-across-europe/
I have already read several community questions about downloading videos, but the answer is always the same: "... to download the videos in your account, you can visit the Videos page and select the ‘Transcodes’ tab for a particular video. You’ll be able to download each of the transcoded versions of a video."
This doesn't work if you DON'T have the video on your account.

Hello,

It seems this user has not actively enabled the ability to download the video content. This is often achieved via the social overlay which is not setup on this player. I might suggest reaching out to the webmaster of the site to further investigate this for you.
