My client would like to combine local Wordpress Media Library videos with Youtube videos. It seems right now there is no way to add external URLs, such as Youtube, to a JW Playlist. Is this true?
Alternatively, he would like to import a Youtube playlist. I have seen posts from last June 2015 saying that Youtube has restricted the use of their playlists. Is this currently the situation.
Any help on either of these questions is appreciated!

JW Player no longer supports JW Playlists directly due to changes in the YouTube API, however, I can certainly help you with this - feel free to contact me for more details.

You can use a playlist: {} block in our player to define a playlist of videos using the direct URL for each video, so that should work to create a mixed playlist of your videos and YouTube videos. Regarding Todd's answer, I have seen this page, but how does this work in Wordpress, using the JW Player Plugin?

It doesn't.
It requires you to add the embed code (as JavaScript) directly into the web page. Unfortunately this is the only way to achieve mixed/YouTube playlists within Wordpress.
Using my Tatami solution can simplify elements of this process - particularly the creation and ongoing maintenance of custom playlists.
