Ok, let's start with HLS. Since HLS working in JW Player is relying on Adobe Flash player this is not possible because the Xbox browser does not support Adobe Flash player.
Then we have Adobe RTMP, this is the same, it needs Adobe Flash Player.
Then MPEG DASH, this should work and so should mp4 files.
Do you have an Xbox Live Gold subscription because I know you need one to use xbox browser.

Yes, I have Xbox Live Gold. I still can't figure it out. I figured the m3u8 playlist stream would work on xbox. Either JWPlayer or Wowza is lying to me about this device being supported.

I am afraid that I am not familiar with the Xbox One’s video playback capabilities, but I will check with our engineers. I don’t want to date myself, but the last console I used was the Dreamcast while I was in college. NBA2K1, anyone?

Thank you for the update Todd. I'd be interested to know how to get that working. Some of our users are tech savvy students who use their Xbox and PS4 to view web content. I want to be able to play across any device.

He is correct, XBox One browser won’t play HLS streams due to lack of Flash support. We should test MP4s from our Platform in HTML5 <video>.

How can I do that? as I said, the file is mp4.

Additionally, the link I am using is an HTTP protocol and is an HLS M3U8 stream, so it, in theory, should work on the xbox. It works on my mobile devices.

Not sure if the Xbox has native support for HLS or not. The only way to know for sure would be to try to load an HLS stream in a <video> tag:

<video controls="" autoplay="" name="media"><source src="http://your_HLS_stream_URL.m3u8" type="application/x-mpegURL"></video>
