Disable Quality Change untill file will ready

Have some problem with quality change. Converting video in several quality (480p, 720p, 1280p) It take some time, you know...
When we publish video converting still in progress and user can watch video only in bad quality for a while. If user select better quality but file not ready, player show error "File not found". Can i disable to select those quality if they not converted yet?
