HLS regression in 6.12

This manifest working correctly in 6.10, but broken in 6.11 and 6.12. How can I fix this?

I’m seeing some issues with this stream on VLC and it looks like some of the first segments might not be properly encoded or timestamped. It’s possible that we’ve accounted for certain inconsistencies with our HLS refactor in 6.11.
