IE works good but Chrome and Firefox not

I'm having troubles again about playing videos. All videos are mp4 in my server.
IE can play the videos but Chrome and Firefox can not. Chrome is just showing loading animation, Firefox after for a while saying "File could not be played." Because Firefox and Chrome saying its application/oct-stream. I have all mime types in web.config file and IIS also has mp4 mime type.
Do I need to change somewhere else?

Here is the examples. Second video is ok, because im using it in my other website as an intro video (full background, website: https://www.fotofes.com).

The sample.mp4 video file seems to be showing up with no MIME type on it at all. I'm not familiar with WIndows hosting, so I can't tell you how to fix that problem.

The other video works just fine in the JW Player frame in Firefox and Chrome. But don't load jwplayer.html5.js explicitly - just load jwplayer.js, which will call the other scripts if it needs them. Forcing the html5 script to load just causes collisions.

Please make sure your MIME type is set correctly.
