You need to have a http server on the network, you can use Windows 7/8 Pro, setup firewall and your router to forward the port 80 to your local server IP address. Then use the external IP address as the domain of the file you want to access

Mark provided a great example of delivering a stream from your internal network. If I might add to this to make sure your familiar with this process and familiarize yourself with port-forwarding, etc. if you are new to this. You would also have to embed the proper library from JW Player within your code to activate the player.
