tooltip arrow

I do not understand this

Small arrow that points from the tooltip area to the source element. Half of the arrow is displayed on top of the element, half of the arrow is displayed outside of it.

I am trying to get my arrow to meet the time slider but it's always 5 or so pixels above it.
